The innovation addresses the existing gap in pre-primary education services through the implementation of a community-based pre-primary programme (3-6 year olds) delivered by Community Youth Leaders to promote children’s school readiness. Second, the innovation addresses barriers to scale for early childhood development and learning services by promoting district-level cross-sectoral partnerships, capacity, and demand.
