Today, ECDAN launches a new online global forum dedicated to highlighting policies, research, and innovative strategies to address the childcare needs of working families around the world. The goal of the Global Forum for Childcare is to help expand and improve the quality of care for all young children and families, particularly those in low- and middle-income countries. We initiate this dialogue with a blog by Joan Lombardi and a posting of a number of available resources, which you can access on ECDAN's new Global Forum for Childcare Page.
 
In turn we ask you to contribute your ideas, papers, and reports through the forum, so that we can share and learn from each other as we move this important issue forward.

Early Childhood Development Action Network (ECDAN) partners Call for Coordinated Action to Protect and Support ALL Young Children and Their Caregivers urges all governments, global partnerships, multi- and bi-lateral agencies, political bodies, funders, international non-governmental organizations, faith-based organizations, the business sector, academia, civil society organizations, networks, and advocates to prioritize and invest in the needs of ALL young children and their parents and caregivers, especially the most vulnerable, during the COVID-19 pandemic response and recovery. 
Early Childhood Workforce Initiative (ECWI) Position Statement Read the COVID-19 Position Statement, which outlines priority actions to protect, support and strengthen the early childhood workforce. 
Joint COVID-19 Position Statement – Endorse the Statement jointly released by Eurochild, the International Step by Step Association (ISSA), Roma Education Fund and the European Public Health Alliance. 
Romani Early Years Network (REYN) Action Statement – REYN issued an action statement to urge European leaders and country leaders to provide every child with the proper conditions to ensure protection and support in all aspects of life.

The Journal of Pediatrics – The Effects of the Global COVID-19 Pandemic on Early Childhood Development: Short- and Long-Term Risks and Mitigating Actions paper looks at how estimates predict a rise in maternal and child mortality in low- and middle-income countries as health services for non-COVID related issues become scarce and how a conservative scenario of 15% reduction in coverage of life-saving essential health interventions for six months in low- and middle-income countries is associated with a 9.8% increase in under-5 mortality and an 8.3% increase in maternal mortality.
ARNEC – The views of 684 respondents from the ECD community in the Asia-Pacific show that COVID-19 has put young children and families under stress and the adverse impacts are borne disproportionately by those living with poor, migrant families and excluded on the basis of location, gender, ethnicity and language, faith, and disability. ARNEC’s full official narrative report on the survey on Perspectives on the impact of COVID-19 on young children and early childhood development in the Asia-Pacific region emphasizes that the voice of the ECD community matters because their views amplify the impact of the pandemic on young children and their families, especially those already marginalized even before COVID-19.
Faith for Playful Parenting – World Vision developed picture-based Playful Parenting Booklet and Toy Creation Guide – these booklets, along with associated picture based daily WhatsApp ‘Playful Parenting’ messages, are being provided to an estimated 800,000 caregivers and community members via an engaged group of 17,000 faith leaders, with whom they have a pre-existing and trusted relationship. Children AIDS – The AIDS 2020 roadmap provides details on the sessions at AIDS 2020: Virtual (6-10 July, 2020) related to children, adolescents and pregnant women, convened by UNICEF, IAS and partners. The full program of the alternative community-led HIV 2020 conference with events from July to October, 2020 is also available for download.
NAEYC Virtual institute – In response to the changing needs of early childhood educators and professionals as a result of the COVID-19 pandemic, the National Association for the Education of Young Children (NAEYC) moved our Professional Learning Institute online. The Virtual Institute is open to anyone interested in early childhood education and will feature 100 presentations (from policy experts, higher education faculty, school leaders, researchers, and educators on a diverse range of topics) free and on-demand until July 17, 2020.
Inter-American Dialogue Webinars – The Inter-American Dialogue co-organized a series of webinars with ECDAN and UNICEF. The first featured a discussion with experts and local partners on the impacts of COVID-19 on young children and families and looked at government responses to these issues. Most recently, a webinar on Early Childhood Care Service Packages in Latin America and how those services have been impacted by the pandemic – this webinar was based on a report published by The Dialogue titled: Building a Basic Package for Early Childhood Services. All reports and event summaries can be found here.  
ISSA Webinar Recordings – The International Step by Step Association (ISSA) held two webinars on: (1) Supporting the most vulnerable children and families: examples of responses to the COVID-19 crisis,and (2) Early childhood educators: Supporting professionalism during COVID-19.
Rise Institute – In collaboration with Portland State University and the ECD Task Force on Children with Disabilities (ECDtf), RISE Institute held two out of three Global Webinars: (1) Impact of COVID-19 on ECI Services (May 6, 2020), and (2) the Impact of COVID-19 on National ECI Systems (June 16, 2020).

AfECN – The Africa Early Childhood Network (AfECN) has launched two new initiatives on: Building back better: Stories of hope and resilience, which aims to shine a light on ECD practices, solutions and stories from across the Africa continent; and Regional advocacy capacity building program targeting government, civil society organizations, academia and communities with the aim to provide a sustained platform for supporting countries across the region to develop SMART advocacy strategies. AfECN has also published the first of the Stories of Hope blog series – stories be posting every other week.

Global Nutrition Report – The 2020 Global Nutrition Report examines the critical role of addressing inequity to end malnutrition in all its forms. Inequity is a cause of malnutrition – both under-nutrition and overweight, obesity and other diet-related chronic diseases. Inequities in food and health systems exacerbate inequalities in nutrition outcomes that in turn can lead to more inequity, perpetuating a vicious cycle.

Global Status Report on Preventing Violence Against Children  The Global status report on preventing violence against children 2020 charts countries’ progress towards the SDGs aimed at ending violence against children. Jointly published by WHO, UNICEF, UNESCO, the UN Secretary-General’s Special Representative on Violence against Children, and the Global Partnership to End Violence against Children, the report gathers inputs from over 1,000 decision-makers in 155 countries who assessed their violence prevention status against the evidence-based approaches set in INSPIRE: Seven strategies for ending violence against children.
Technical Guide on Data for Impact in Early Childhood Education – The ECD Measure Group launched the Technical Guide on Data for Impact in Early Childhood Education, under the auspices of the USAID-funded Consortium for Pre-Primary Data and Measurement in Africa. The guide outlines a framework for developing and using high-impact data in ECE systems. It is intended for teams of professionals working at the country level on measurement and data issues related to early childhood programs, investments, or policies in sub-Saharan Africa.
 
UNICEF – Helpful home visiting online training resources on The New Role of Home Visitor to upgrade and enhance the role of home visitors; Falling in Love on how children learn more quickly when they have a positive attachment to their mothers and fathers; Early Childhood Years about how to address children´s basic needs during the early years; Common Parenting Concerns and how they are related to the child’s stage of development; and Engaging Fathers to look at the main aspects to support father-child engagement during home visits. 
Partner Updates

Launch of the ECDI2030 - On the occasion of the 51st session of the UN Statistical Commission, UNICEF launched a new measure that captures the achievement of key developmental milestones by children between the ages of 24 and 59 months. The ECDI2030 is meant to be integrated within household surveys and is administered to mothers or primary caregivers. It includes 20 questions about the way children behave in some everyday situations, and the skills and knowledge they have acquired. For more information, visit data.unicef.org

Advancing Protection and Care for Children in Adversity (APCCA) The APCCA Implementation Plan was released in response to the APCCA Strategy, the U.S. Government Special Advisor on Children in Adversity and the U.S. Government Interagency Partners participating in APCCA have developed an Implementation Plan, which outlines how the Partners will work together to achieve the Strategy’s Strategic Objectives, and how they will monitor progress and impact.

Catholic Relief Services – The Catholic Relief services issued a baseline results of a maternal mental wellbeing intervention as part on an emergency obstetric and newborn care project in Ghana. The Catholic Relief Services study describes the prevalence of depression among rural pregnant women, participating in the project, and examines associated risk factors for depression.

Upcoming Opportunities
ECE Personnel Survey in Africa – Early childhood education (ECE) personnel survey related to COVID-19 in Africa aims to: raise awareness about the impact of COVID-19 on ECE personnel among various stakeholders; and gain a better understanding of situations, practices and challenges faced by ECE personnel during COVID-19-related center/school closures and re-openings. This joint survey is undertaken by AfECN, the ADEA Inter-Country Quality Node for Early Childhood Development (ICQN-ECD), ILO, World Organization for Early Childhood Education (OMEP), UNESCO and UNICEF. The survey is available in English, French, and Portuguese.

ECD Task Force Survey – You are invited to complete this survey if you are an Early Childhood Intervention (ECI) provider or program director. The purpose of this study is to understand - in light of the COVID19 pandemic - the extent to which your program is providing ECI services to children and families; what these services look like; what strategies your program is using to engage and work with children and their families; and what barriers your program has worked to overcome to ensure the delivery of timely and high quality ECI services. The findings from this study will inform national, regional, and international efforts to support infants, young children and their families as well as the ECI workforce during and after the pandemic. Assessment of ECD Programming in Humanitarian Settings The INEE ECD Task Team is working with the University of Virginia Humanitarian Collaborative to conduct a study to better understand the global landscape of current Early Childhood Development programming in humanitarian settings, as well as the needs of practitioners in the field to improve program implementation and quality. Information from the study will support the newly invigorated INEE ECD Task Team to define future priorities to strengthen and expand ECD programming in humanitarian settings. Please take the survey here by July 27.

About: The goal of the webinar is to further mobilize global and country policymakers, ECE practitioners and partners in pursuit of concrete action for ensuring quality education and well-being for young children during and in the aftermath of the COVID-19 pandemic with the objectives to highlight some of the common challenges faced, solutions provided and lessons learnt during the COVID-19 crisis in ensuring continuity of inclusive quality learning and wellbeing for all young children; and mobilize international community, especially Global Education Coalition (GEC) members to devise on and develop concrete solutions and actions towards equality learning and well-being for young children.
